미국 비영리 단체 Giving USA에 의하면 2019년 미국인이 기부한 총금액은 4,496억 달러($449.64 billion, 한화로 약 5백조 원)로 이는 2018년 4,314억 달러에서 4.2%가 증가한 금액으로 역대 최고의 기부 금액 기록을 세웠다고 합니다. 세계 경제 대국 9위인 한국의 2019년 전체 예산이 470조 원인 것을 고려하면, 미국의 기부 문화에 고개를 숙이지 않을 수 없습니다. 이중 종교 관련 기부는 30%가 넘고, 교육 분야 기부가 그다음으로 높습니다. 미국에 기부 문화가 이렇게 정착한 이유는 기부금 운용의 투명성과 세제 혜택을 꼽습니다. 더 핵심적인 이유는 어쩌면 기독교적 가치관이 사회적 정서로 자리 잡았기 때문이라고 말하고 싶습니다. 청교도들이 신앙의 자유를 찾아 하나님의 통치를 꿈꾸며 시작된 나라, 미국은 이 신앙을 바탕으로 건국의 아버지들이 만든 헌법이 나눔과 복지를 말하고 있기 때문이 아닌가 싶습니다.

미국의 팁 문화가 그중 하나라고 봅니다. 팁 gratuity를 수입으로 생각하여 세금 보고를 하는 나라가 미국입니다. 기독교 정신에 바탕을 둔 부의 분배는, 받은 하나님의 은혜를 나누는 일에서 시작됩니다. 강제가 아닌 자발적 행위이며 돌려받는 조건부가 아니라 기꺼이 흘려보내는 순수한 기부입니다. 하나님이 주지 않으시면 받을수 없기에 재물에 대한 하나님의 주권을 인정하며 우리는 선한 청지기로 하나님이 기뻐하시는 대로 물질을 선용하는 특권을 가진 것입니다. “주라 그리하면 너희에게 줄 것이니 곧 후히 되어 누르고 흔들어 넘치도록 하여 너희에게 안겨 주리라”(눅6:38) 이것이 하나님의 마음입니다. 하나님 뜻대로 사용하는 자에게 하나님은 더 안겨 주고 싶어 하십니다.

얼마 전 한 성도님과 대화하면서 나눔에 대해 이야기를 했는데 이런 말씀을 하셨습니다. 미국은 아이들에게 기부하는 것을 가르쳐 주는 것이 미덕인데, 우리는 공짜로 얻을 수 있는 것을 알려주는 것이 미덕인 것 같아요.” 박물관 입장료가 무료라고 해도 자유롭게 기부할 수 있는 박스가 있어서 아이들에게 1불이라도 기부하도록 가르치는 것이 중요한데, 우리는 어느 박물관 공짜니까 돈 내지 말고 즐기라고 알리는 것이 ‘복음(?)’인 것처럼 광고한다는 것이었습니다. 그 얘기를 들으며 저 역시 뜨끔했습니다. 워싱턴 DC에 가면 [성경 박물관 Museum of the Bible]이 있는데, DC에 가는 분이 있으면, 공짜니까 꼭 가보라고 제가 많이 선전했기 때문입니다. 지금 성경 박물관 홈페이지에 들어가 보니, 입장료가 생겼고, 그것도 일 인당 20불이 되었네요. 제가 너무 광고를 많이 했나 반성해 봅니다.

우리가 사는 지역에 작은 것이라도 기부함으로 참여하는 것이 중요합니다. 기부는, 미국에 사는 코리안-아메리칸으로 떳떳하게 이 땅을 축복하며 사는 성경적 길입니다. 지금부터 우리 자녀들에게 도네이션 박스를 그냥 지나치지 않도록 가르쳐야겠습니다.

Culture of Giving

It was reported by Giving USA, a non-profit organization, that a record amount of donations was made in 2019. A total amount of donations made by people in US in 2019 was $449.64 billion (approximately 500 trillion Wons), an increase of 4.2% from 2018. Considering 9th among world economic powers Republic of Korea had total national budget of 470 trillion Wons in 2019, how could we not bow our heads to giving culture of US. Over 30% of donations were for religious organizations and the next highest was in education. Reasons for steady donation culture in US are the transparency in operational expenditures and tax benefits. I would like to add one more to that reasoning. I think this might be the core reason. The society is rooted in Christian values. Faith brought Pilgrims here seeking religious freedom, dreaming of God’s sovereignty. With that as the basis, founding fathers established constitution, which accurately speaks of sharing and welfare.

I observed that culture of tipping in US is an extension of that. And in US, people report gratuity as income in their tax filing. Christian ideology begins with distribution of wealth of God’s blessings. It is not forced but it is voluntary. There are no conditions of return but pure giving. Recognizing that all our wealth belongs to God and that we will not have them unless He gives to us, we have the privilege to use them for His joy. “give, and it will be given to you. Good measure, pressed down, shaken together, running over, will be put into your lap.”(Luke 6:38) This is the heart of God. He wants to give more to those who use them for His will.

Not too long ago, I shared a conversation with a congregant about sharing. He said, “US teaches children that giving is a virtue, but we think knowing how to get something for nothing is a virtue.” Entrance to a museum might be free, but there is a donation box where you can freely give. Teaching our children to give a $1 donation is important. We are eager to let someone know which museum is free and to go and enjoy for free. We make this announcement as if it’s ‘good news’. My heart stung listening to that story. There is Museum of the Bible in Washington DC. I have told many people to go since it’s free. Checking on the museum’s website, now there is $20/person entrance fee. I regret telling many people.

What is important is to participate in giving locally no matter how small. Giving is a biblical way for Korean Americans, who have been blessed, to live here proudly. We need to teach our children not to simply pass by a donation box.
